EPA Community Response Plan (CRP) Pilot Project

The Environmental Protection Agency (EPA) provided funding to develop a Model Community Response Plan (CRP) manual and template for tribal entities within Region 10 (Pacific Northwest). The CRP manual includes a template that may be used as a boiler-plate for the development of community-specific response plans by Alaska Native villages, American Indian communities, or other tribal entities.

The CRP manual and template aligns with the National Response Plan (NRP), which recognizes that domestic contingencies generally begin and are initially responded to as local events. The CRP provides first responders from Alaska Native villages, American Indian Communities, and other tribal entities with the information and organization needed to manage oil spill, hazardous materials, and emergency response operations at a local level. The CRP also provides direction to facilitate the integration of local emergency response personnel with state and federal agencies under the National Incident Management System (NIMS).

Like the NRP, the CRP is an all hazards/all disciplines plan that can be applied to any type of emergency. The CRP describes the system used to manage the five domains within the incident management life cycle: awareness, prevention, preparedness, response, and recovery.

The CRP manual consists of eight sections, plus six appendices. Appendix F contains the boilerplate template for use in developing a CRP for a specific community. The manual itself contains additional information and direction regarding emergency preparedness, response and recovery. The template provides an “action plan” to guide the community through an emergency response. The CRP template is user-friendly and can be easily modified, adapted, and updated by community responders or planners. The CRP manual and template are specific to Alaska, as the pilot project focused on in the Village of Port Graham, Alaska. Similar templates Versions of the CRP manual and template may eventually be developed for each state within Region 10.

A three-day training program and exercise was held in Port Graham, Alaska December 16-18, 2005, to evaluate an earlier draft of the CRP Manual and Template.
